Those small cone-shaped bags hanging off your arborvitae are not pinecones. They are bagworms.
Each one holds a caterpillar that has been quietly feeding on the tree for weeks, and evergreens do not grow back foliage the way deciduous trees do. Late summer is when the bags are largest and easiest to catch before they overwinter with eggs inside.
