Most homeowners don't think about the trees on their property in terms of city code, but low limbs hanging over a public sidewalk or into the street can actually put you on the wrong side of a right-of-way ordinance.
The clearance requirements exist for a real reason: pedestrians need headroom on sidewalks, and delivery trucks and emergency vehicles need clearance on the street. A branch that's been slowly drooping for years can end up being the thing a code notice gets sent about.
