Dead Branch or Dormant? The Scratch Test Tells You

Every branch on a healthy tree should have leaves in July. That makes summer the easiest time to spot true deadwood.

Scratch the bark. Green underneath means alive. Brown and dry means it's coming down eventually, one way or another.
